One tooltip for pointer hover and keyboard focus

Fixture list and exact steps

  1. P05-F1: focus and dismissal. Tab to File label. Expect the short description visible. Press Escape without moving focus. Expect it hidden. Tab away and back; expect a fresh opening.
  2. P05-F2: pointer persistence. Hover File label, then move onto the description. Expect it to stay visible. Move outside both while focus is elsewhere; expect it hidden after the delay.
  3. P05-F3: explicit details. Activate Show file details with Enter or a real touch tap. Expect a panel with a link and close button. Close it; expect focus on Show file details. The tooltip itself contains no controls.
  4. P05-F4: touch distinction. On a real touch device, tap File label and record events. Pointer hover is deliberately ignored for pointerType touch. Use Show file details for the complete information. Mouse input does not establish touch behavior.
